Beyond "He Said, She said": Body Cameras in Virginia

Body cameras are recording devices worn by law enforcement that can pick up audio and video to share an officer's perspective of daily interactions. They can be especially useful in analyzing whether officers were acting in accordance with the law or not. While body cameras are mandated for officers in some states, they are not required in Virginia. The Code of Virginia, § 15.2-1723.1, states that “No law-enforcement agency having jurisdiction over criminal law enforcement or regulatory violations shall purchase or deploy a body-worn camera system unless such agency has adopted and established a written policy for the operation of a body-worn camera system (BWC)”. The Code of Virginia also states that this policy should follow “best practices and be consistent with Virginia laws and regulations.” While this is the body camera standard for the state, localities can differ in their choice of whether or not to mandate body cams. So, what does that look like?

Body Cameras in Loudoun County

While Virginia does not require the use of body cameras for law enforcement, various localities within Virginia have mandated the devices for their departments. Loudoun County, for example, was one of the earlier sheriff's departments in the region to begin regularly using body cameras. According to their sheriff’s office, “deputies shall have BWCs recording during every law enforcement- public encounter related to a call for service of law enforcement action, subject stop, traffic stop, and/or citizen contact provided that such activation does not interfere with safety of the deputy or others, except when in a consensual interaction and a citizen request that the camera be turned off.” This is the policy as recent as 2025 for all officers to follow. The sheriff’s office began this policy in order to do various things like: “provide an accurate depiction of events for courtroom presentations and capture visual and audio information to further existing and future investigations as well as for training purposes.”

Whether the body cameras were effective in achieving these tasks remains unclarified. Research does indicate, however, that the impact of BWCs in the Loudoun County Adult Detention Center “has potential for improving the safety and security of correctional facilities by reducing response to resistance events and preventing injuries to incarcerated residents” (Cunningham et. al 2023). Additionally, the overall crime rate in Loudoun County dropped in 2025, but there is no evidence that this is due to the increased use of body cameras.

What Do You Think?

I think body cameras are a useful tool for police officers, the judicial system, and the general public. They offer a first-hand account of exactly what transpired in any given interaction. Having this objective view of the interaction holds both parties accountable, and leaves little up for debate. While I understand that mandating every state and locality police force to wear body cams would require a large amount of funding, staffing, and storage, I believe that the benefits could outweigh the costs. Both citizens and police officers are ultimately responsible for their own actions at any given time. So, having a tool like body cams is helpful in understanding the actions of either party and determining whether they were abiding by the law or not. This diminishes any “he said, she said” chatter and brings us straight to “this is what actually happened.” Overall, I like the Loudoun County Sheriff's Office initiative to require their officers to wear body cameras, as I believe they are extremely helpful.
